Punishment of the crime

The 53 organizations jointly and severally organized by the Korean Democratic Trade Union Federation (hereinafter referred to as the "Private Union"), which are the joint organization of 53 organizations with the main axis, demanded 11 items, such as "suspension of labor opening," etc. from November 14, 2015 to 16:30, and 47,000 persons in Seoul Jung-gu, Seoul, approximately 3,000 persons in front of the Seoul Station, approximately 68,000 persons in front of the Jongno-gu Seoul National Broadcasting and Communications University, and approximately 6,000 persons in front of the Seoul District, held a sectional meeting, and around 16:35 of the same day, the 68,00 persons in the above conference were divided into three roads, namely, the distance of death, the distance of the street of the access district, the distance of the passage of the Cheongnam-gu, Cheongnam-gu, and the street.

From 16:35 on the same day, approximately 47,00 participants of the above assembly moved to a luminous square from around 16:35 on the same day to the front of the police wall in front of the scopic building (Korea, hotel, shipbuilding, etc.), who was cut off by the police station, continued to occupy the front line of the police bus by getting wire ropes on the police bus, etc. Around the same day, approximately 21,000 other participants moved to a lane, and occupied the middle-gu and Jongno-gu major road and the Jongno-gu major road, such as the guard and the police.

The Defendant, as the head of the public transportation labor union D branch under the private labor union, took part in the above assembly at around 13:00 on the same day, followed by the participants in the assembly from around 16:35 to 16:53 on the same day, and occupied the front lane from Seoul Square to about 15:0 on the street, without permission, and obstructed the traffic on the land, such as moving off the road without permission from the Seoul Square to the front of the west and moving down through the end of the street.
