Punishment of the crime

The defendant is the representative director of C corporation.

Any person who intends to take out or bring in goods, etc. in trade between South and North Korea shall obtain approval from the Minister of Unification on the items, forms of transactions, methods of settlement, etc. of such goods, etc.

Around December 3, 2008, the Defendant paid USD 500,000 per annum to North Korea D companies and 6,000,000 per annum to 1 cubic meters (1.6 cubic meters per 1 cubic meter) and entered into a contract for permission for and supply of sea sand to North Korea on March 21, 2008, and entered into a contract for permission for and supply of sea sand to North Korea as Incheon port around March 21, 2008; and without the approval of the Minister of Unification on April 30, 208, the Defendant transferred the price to 30,000,000 cubic meters (limited to KRW 470,490,000,000 from April 30, 2008 to North Korean Agricultural Bank designated by the above D companies and transferred the price to 300,0000,000 won as well as to transfer it to 300,000,0000 won.

Accordingly, the defendant did not obtain the approval of the Minister of Unification for the payment method in bringing in the North Korean goods.
