The defendant shall be innocent.

1. Violation of restrictions on the operation of vehicles on the roads in front of the Busan Metropolitan Office 423.5 kilometers on December 20, 1995 by the employees of the specific accused of the charges, at around 20:02 on December 20, 1995;

2. Since punishment laws applied to a summary order subject to review have lost effect retroactively according to the Constitutional Court’s decision of unconstitutionality, the Defendant is acquitted under the former part of Article 325 of the Criminal Procedure Act.
