1. All of the plaintiffs' claims are dismissed.

(b)The above 32 types of offshore fishing are 13 types of offshore fishing, designated ex officio, being towed large bottom network, being towed out of the East Sea, medium bottom network, being towed out of the Southwest Sea Zone, double bottom bottom network, large trawls, heavy trawls, coastal trawls, coastal river network, inshore flow network, inshore transit network, inshore transit network, coastal sea network, sea-type fishing vessel, sea-going vessel harbor, diving network, diving network;

(4) The criteria for selecting those subject to the annual reduction of designation for 3 or more tons and those subject to the reduction of designation for 3 or more tons: 10.0 - (1) a fishing vessel of which age is old * 15 to 20: not less than 20.0 but less than 15 or less than 10 but less than 5 or less than 10 years respectively.
