around 16:00 on July 10, 2015, the Defendant: (a) stored wastes on the roads located in Dongdaemun-gu Seoul, Seoul, 23:71-gil 71 (Cheongmul-dong); (b) left good trees alone; and (c) obstructed traffic by making the above land, which is a land passage for public use in the general public’s traffic.
