1. Basic facts

A. The Plaintiffs currently belong to the living environment of the Clean Environment Bureau at Jeju Special Self-Governing Province and work as a cleaning driver. According to the provisions on the quota of the Jeju Special Self-Governing Province, the Plaintiffs refer to those who are not public officials under the Local Public Officials Act and have entered into an employment contract with no fixed period of time. The term "fixed-term worker" refers to those who have entered into an employment contract with a fixed period of time under Article 2 (1) of the Act on the Protection

B. The Plaintiffs entered the employment contract of the type on the date on which the first entry date was entered as indicated below, and were transferred to a public service position on the date indicated on the date on which the change date of the public service position was entered, and served as an occupation indicated in the previous occupational category. After passing the examination in accordance with the Defendant’s guidelines for the change of occupation, the Plaintiffs retired from the office on the date indicated on the date on which the change of occupation was entered, and then re-entered the type of occupation to a public service worker on the date indicated on the following entry date.
