Defendant shall be punished by a fine of KRW 10,000,000.

When the defendant does not pay the above fine, 100,000 won.

Punishment of the crime

[Attachment Fact-finding] A cooperative (hereinafter referred to as "cooperative") is a cooperative established to promote the convergence of information and communications technology projects, the sound development of information and communications construction projects, and the promotion of mutual welfare among members pursuant to the Small and Medium Enterprise Cooperatives Act.

From May 1, 2013 to July 8, 2019, the Defendant, while working as a full-time managing director of the association, was in charge of the affairs, such as “Cconsium business (limited to the business supporting the D Center that operates the consortium business by concluding an agreement with an enterprise to systematically train human resources for a specific industry or occupation; hereinafter “consortium business”)” and “E business (the business of an operating institution, such as an enterprise, provides educational and training programs meeting industrial demand for university students; hereinafter “ youth employment business”),” which are the subsidized business under the jurisdiction of the Ministry of Employment and Labor.

On September 2015, the Human Resources Development Service of Korea was selected as a subsidy program operator of the consortium project by the Ministry of Employment and Labor and was entrusted with the related affairs, and was selected as the indirect subsidy program operator and the strategic center around September 10, 2015.

After that, from October 10, 2015 to May 30, 2018, the Human Resources Development Service of Korea transferred KRW 3,286,485,105 to a new bank account in the name of the association (i.e., the year 2015 and 2018: the new bank F, ii the year 2016: the new bank G, 2017: the new bank H, the new bank H: the new bank G, 2017).

In addition, from 2015 to 2017, the Human Resources Development Service of Korea selected the association as an operating institution of youth employment business for three years from 2015 to 2017, and then remitted the total of KRW 608,80,950 to the above accounts in the name of the association.

An indirect subsidy for youth employment business in 2016 was deposited into a new bank under the name of the association, i.e., J account, 6 K account, 7 L account, and 1 to 201.
