The Defendants are not guilty. The summary of each acquittal judgment against the Defendants is publicly announced.

1. The summary of the facts charged is that Defendant A is the head of the F Village in Jeonnam-gun E, and Defendant B is the head of the fishing village fraternity in the same village.

On October 1, 2010, Defendant A, a relative of the president of G association, raised an objection to the qualifications of the president of the association on the grounds that H had not engaged in fishery business. Defendant A arbitrarily prepared “F fishing village fraternity fishing management rules” and “the details of individual exercise contracts by fishery right” to certify that H had engaged in fishery business as a member of the fishing village fraternity for the purpose of aiding and abetting H, and had the intent to submit them to the President of the Gyeonggi-do Office.

On October 4, 2010, Defendant A forged Private Document, at the F Village E located in Yeongnam-gun, Jeonnam-gun, without authority, entered “I” in the column of the developer of the fishing ground management covenant of fishing village village fraternity prepared for the purpose of exercising the right, affixed an I’s seal on the right side, and entered “I” in the name column of the individual exercise contract details of each fishery right prepared in advance, stating “I”, “J”, “J” in the resident registration number column, and the area column, affixed the above I’s seal on the contractor’s seal. In the name column of the individual exercise contract details of each fishery right, Defendant A stated “K” and the resident registration number column in “L” and the area column in the contractor’s seal affixed.

As a result, Defendant A forged the FF fishing village fishing village management rules in the name of the FF fishing village fraternity, which is a private document on rights and obligations without authority for the purpose of exercising their rights and obligations, one of the individual exercise contract details by fishery right in the name of K, respectively.

2. Defendant A’s uttering of the above investigation document completed one copy of the contract by fishery right in the name of the fishing village fraternity, I, and K, to a public official in charge of being aware of the forgery at the office of the Korea Marine Affairs and Fisheries Office in the Jeon-gun, Chungcheongnam-gun, Seoul-do.
