A is a person who operates a "F" farm in Southern-gu, South-gu, Dong-gu, Seoul, and Defendant B is a veterinarian.

When the Defendants came to know that G used as feed additives in a Chinese double-generation farm is effective in the piling up “chiller,” the Defendants imported them without confirming their ingredients, and conspired to sell them to both-generation farmers.

1. Joint crimes committed by Defendants - importers and distributors of feed in violation of the Control of Feed shall not manufacture, import or sell feed in which harmful substances harmful to human bodies or animals are contained or remain beyond permissible limits or use such feed as a raw material for feed;

Nevertheless, around November 21, 2016, the Defendants imported approximately 630 km of “G”, which is an auxiliary feed containing at least 0.02 p.m., in excess of this permissible level of 0.02 p.m. from China via the Incheon Port, and sold approximately 70 km of “G” among “G” imported around November 30, 2016.

As a result, the Defendants conspired to import and sell assistive feed containing harmful substances in human body or animals beyond the permissible level.

2. Defendant A

(a) An importer of non-reported feed shall, when he/she intends to import feed determined and publicly announced by the Minister of Agriculture and Forestry, report it to the Minister for Food and Agriculture for Food, Agriculture and Forestry, as prescribed by Ordinance of the Ministry of Ministerial Ordinance;

Nevertheless, around July 2016, the Defendant imported feed 600kg “G”, which is an auxiliary feed for the mass production produced by “I” from “I,” and the Minister of Agriculture and Forestry and Food & Livestock Affairs, without reporting it to the Minister of Agriculture and Forestry, and imported the feed to the Incheon Jung-gu Coastal 70 Incheon, Jung-gu Coastal Terminal via the World War.

(b) An importer or a distributor of feed that sells feed containing harmful substances shall manufacture or import or manufacture feed that contains or remain in excess of the permissible levels of harmful substances harmful to human bodies or animals;
