The defendant is a person in charge of overall control over the field of site creation work conducted in Yangsan-si C, Yangsan-si Co., Ltd.

A person who intends to conduct a business which generates dust which is emitted from scattering (hereinafter referred to as "fugitive dust") and which is prescribed by Presidential Decree shall install facilities to control fugitive dust or take necessary measures.

From May 20, 2013 to June 17, 2013, the Defendant did not install a mobile water spraying facility, which is a facility for restraining scattering dust, while performing site creation construction work in Yangsan-si, Yangsan-si.
