On April 28, 2014, at the Gangnam-gu Seoul Metropolitan Government C Apartment Management Office, the Defendant publicly insultingd the victim by openly insulting the victim’s question of whether the victim is not responsible for the management of the reporter and the door-to-door lost property, while the reporter F, G, and staff H, etc., of the management office of Gangnam-gu, and by openly insulting the victim’s question of whether he/she is not responsible for the management of the reported and door-to-door lost property.
