A. The status of the party is 1) Defendant Daejeon Metropolitan City (hereinafter “Defendant Daejeon”);

) The swimming pool in the Daejeon-gu Daejeon Metropolitan City D Cultural Center (hereinafter “instant swimming pool”) is located in Seo-gu, Daejeon-gu.

Article 18(1) of the Framework Act on Juveniles, Article 11(1)2 of the Juvenile Activity Promotion Act, and Article 104(3) of the Local Autonomy Act (amended by the Ordinance on the Promotion and Management of Entrustment of Affairs to Daejeon Metropolitan City) are being established and operated with respect to the instant swimming pool as follows. The purpose of this Ordinance is to prescribe matters necessary for the operation of juvenile training facilities in Daejeon Metropolitan City and the collection of user fees for juvenile training facilities in order to promote the welfare of juveniles and grow up to be healthy juveniles through diverse training activities, as cited in the foregoing Ordinance and the Ordinance on the Promotion and Management of Entrustment of Affairs to the Private Sector of Daejeon Metropolitan City (wholly amended by Ordinance No. 5456, Jul. 3, 2020).

The term "juvenile training facilities" in this Ordinance (hereinafter referred to as "juvenile facilities") means facilities established and operated by Daejeon Metropolitan City pursuant to the Framework Act on Juveniles, the Juvenile Activity Promotion Act, and the Local Autonomy Act for juvenile activities, welfare, protection, and fostering.

Article 4 (Principles of Operation) (1) Daejeon Metropolitan City Mayor (hereinafter referred to as the "Mayor") shall operate juvenile facilities in accordance with the purpose of establishment, and provide users of the facilities with fair opportunities.

Article 6 (Entrusted Operation) (1) In order to efficiently operate juvenile facilities, the Mayor may entrust the management and operation to a juvenile-related non-profit corporation, organization, etc.

(5) Other matters related to the entrustment of juvenile facilities shall be governed by the Daejeon Metropolitan City Ordinance on Promotion and Management of Entrustment of Administrative Affairs to the Private Sector.
