1. Details of the disposition;
A. The Plaintiff is a local public official appointed as the Seoul Special Metropolitan City local public official on December 7, 1987 and served as the head of the Dong-gu Seoul Special Metropolitan Government Civil Affairs and Passport and C Team during the period from January 1, 2014 to December 31, 2015, and as the head of the B-Gu D Team from January 1, 2016 to December 31, 2015.
B. On October 23, 2015, when the Plaintiff worked as the team leader, the Plaintiff’s commercial civil petition passport and division E requested the audit officer of the Seoul Special Metropolitan City B-gu Seoul Special Metropolitan City on October 23, 2015 to take measures against the Plaintiff on the ground that he/she, on October 21, 2015, revoked his/her sports promotion events for the administrative management bureau planned on October 21, 2015 on the ground that he/she voluntarily participated in the mountain and left the workplace without permission.
C. On December 15, 2015, the audit officer of the Seoul Special Metropolitan City B has conducted an investigation on the Plaintiff in accordance with the above request for measures, and reported the results of the investigation on the Plaintiff. On the same day, the Defendant requested the Seoul Special Metropolitan City Personnel Committee to make a resolution on the Plaintiff on the grounds that the Defendant failed to comply with the instructions, failed to remove without permission and place of work, and failed to use public funds.
