2. The costs of lawsuit shall be borne by the Plaintiff.

A. From June 7, 1988, the Plaintiff is a person who is operating a C pharmacy in Yansan-gu, Jeonju-si to the present day.

B. On January 20, 2017, in order to establish and operate a G convalescent (hereinafter “instant convalescent”) on the land of this case in the Seoul Special Metropolitan City, the Nonparty D and E (hereinafter “Proposals”) made a proposal for the formulation of “decision on the Special Metropolitan Area Management Plan (H district unit planning)” (hereinafter “instant draft proposal”) pursuant to Article 26 of the National Land Planning and Utilization Act (hereinafter “National Land Planning Act”) regarding the instant land (hereinafter “National Land Planning Act”), and the Defendant made a decision to accept the proposal except for a funeral hall among the facilities that can be established in a convalescent hospital.

C. On March 31, 2017, the proposer submitted to the Defendant a draft “decision of the Jeonju Urban Management Plan (Modification of H district unit plan)” to the Defendant. On May 30, 2017, the Defendant notified the proposer that he/she was admitted to the draft on May 30, 2017 through the procedures for the public announcement of the residents’ opinions and for the submission of opinions from departments, and on June 15, 2017, the Defendant announced that he/she was admitted to the draft, and on June 15, 2017, hereinafter referred to as the “public notification of the instant case”).
