1. Details of the disposition;
A. On September 23, 1996, the Plaintiff was integrated into C University in 2006.
In addition, from October 1, 2007 to October 10, 2007, through the assistant professor and associate professor, the professor was working as professor at B University Engineering University Global System Engineering and, from July 11, 2016 to July 10, 2018, as the dean at B University Engineering University.
B. The Government Public Service Ethics Committee’s report on the change of the regular property in 2018 (based on December 31, 2017; hereinafter “the report”) refers to the instant report.

C. On November 2, 2019, the Defendant requested the General Disciplinary Committee on Public Educational Officials at B University to adopt a minor disciplinary resolution against the Plaintiff.
On January 10, 2019, the General Disciplinary Committee on Public Educational Officials at B University passed a resolution on “reguination” against the Plaintiff for the following reasons.
On July 11, 2016 through July 10, 2018, the suspect for a request for disciplinary decision filed a false report on property under his/her name on December 31, 2017 under the Public Service Ethics Act, which was held as the head of the engineering university.
Judgment
