On July 26, 2016, the Plaintiff filed an application with the Defendant for approval of a project plan (hereinafter “instant application”) pursuant to Article 33(1) of the Support for Small and Medium Enterprise Establishment Act with the business type “other non-metallic mineral products manufacturing business,” and factory location “Yancheon-si, Yancheon-si, Yancheon-si, Yancheon-si,” as the “business type” (hereinafter “instant application”).

(E) The Plaintiff’s business plan for the start-up of a new business was submitted on the plan for the start-up of a new business, which is a plan for the manufacture of raw materials by bringing raw materials into the power plant across the nation except Boan area (only in the case of the occurrence of remaining quantity as a result of the services of Boan City), but the Plaintiff expressed his intention to waive the start-up and submitted a civil petition for the examination of the capacity to deal with the fixed-scale company at the time of dialogueing the Plaintiff at the time of our city. In Korea, upon the Plaintiff’s civil petition, the Plaintiff conducted the check of the capacity to deal with the fixed-scale company at the request of the Plaintiff. As a result of the survey of the capacity to deal with coal, the Plaintiff’s business plan for start-up of a new business (not less than 3,839 tons a year) conducted the survey of the capacity to treat the fixed-scale company (not more than 1,410 tons of coal generation capacity, 37.5% of coal generation capacity, and it is substantially impossible to secure investment facilities and equipment as a comprehensive.

Although there is a problem in dust in the air when a dust in the air occurs, if the same plant is operated additionally, it is positively opposed to the establishment of the factory due to the increase of noise and fine dust damage.
