A. On April 2012, the Public Procurement Service issued a public notice of bid for the instant construction project by setting the 69,526,345,000 won in the estimated construction amount, and the construction period of 1,095 days in relation to the construction of roads from Busan Northern-gu to D (hereinafter “instant construction project”).

2) The Plaintiffs organized a joint supply and demand entity with a share of 50% by representing and investing in Plaintiff A Co., Ltd. (hereinafter “Plaintiff A”), and participated in the instant construction project tender, and were selected as a successful bidder.

B. On July 4, 2012, the instant joint water supply company entered into a contract for construction works with the Public Procurement Service on the basis of an additional total construction amount of KRW 37,203,410,200 with respect to the instant construction works, and the total construction date of July 10, 2012 as of July 9, 2015 (the total construction period of KRW 1,095).
