Reasons

1. Basic facts

A. The Plaintiff is a public official in Gwangju Metropolitan City, etc. for a period of 38 years until he/she retires from D as a C administrative secretary.

B. On May 15, 2015, the Defendant’s Personnel Management Chairperson published an employment examination implementation plan for Gwangju Metropolitan City B on May 15, 2015 (Seoul Metropolitan City Personnel Committee E public notice; hereinafter “instant first recruitment”) on May 15, 2015 (the first recruitment of Gwangju Metropolitan City E public notice of personnel committee; hereinafter “instant first recruitment”).

(B) The main contents of the plan are as follows:
