1. Facts of recognition;

A. On August 11, 2003, the Minister of Finance and Economy: (a) designated the Incheon Bridge as a free economic zone under Article 4(6) of the Act on Designation and Management of Free Economic Zones and Article 3 of the Enforcement Decree of the same Act for the purpose of developing the hub area for the realization of the economic hub of North Asia; (b) designated the Incheon Bridge as a free economic zone under Article 203-19 of the Public Notice of Ministry of Finance and Economy; (c) among them, 3,950,498 square meters in total size 17,771,448.7 square meters in Cheongbu District as an area subject to business; (b) designated the Defendant as an operator of the Cheongbu District Development Project; (c) designated the Defendant as an area subject to business; (d) by 1 phase up to 208; and (2) phase up to 2020; (d) the development of the international IT industry (construction section from 18 to 20 subway; and (e) the installation of the international tourist complex as an international development complex.

In addition, the Minister of Finance and Economy set up a financing plan with a total of KRW 14,761 billion (including KRW 8,50 billion, KRW 2: KRW 6,23 billion, KRW 3.98 billion, KRW 3.0 billion, KRW 3.70 billion, KRW 14.4 billion, KRW 14.0 billion from the National Treasury, and KRW 14.4 billion from foreign capital). In the case of Cheongra District, the Minister of Finance and Economy prepared a financing plan with the content that the Defendant introduces KRW 3.7,00 billion, KRW 34.4 billion from the National Treasury, KRW 14.0 billion from the foreign capital.

3) On April 20, 2006, the Defendant’s international business operation in the Incheon Cheongbu District (hereinafter “instant business”).
