1. Basic facts
A. 1) The Plaintiff is a company established for the purpose of manufacturing water supply and sewerage systems, such as gaseous and filtering machines, and the construction business of water supply and sewerage systems. 2) The Defendant is the head of the “B” agency established for the efficient implementation of the C business pursuant to Article 44(1) of the Special Act on the Establishment of Jeju Special Self-Governing Province and the Development of Free International City, and Articles 2 and 42 of the Ordinance on the Establishment of

On June 2015, the Plaintiff: (a) had contact with the air flowing through the air exhaust pipe (e.g., the air exhauster) through the air exhaust pipe (e., the air exhauster) through the air exhaust pipe (e.g., the air exhauster and ventilation pipe for air or gas; hereinafter “the air exhauster”) from the outside of the instant procurement commodities; and (b) had contact the air flowing through the air exhaust pipe (e.g., the air exhauster) with the air exhauster (e., the air exhauster); and (c) has removed the air exhauster from the air exhauster through the air exhauster (e.g., the air exhauster).
The Plaintiff participated in the purchase bid by the E institution regarding the “production and installation” (hereinafter “instant construction”) and was selected as a successful bidder. Accordingly, on June 17, 2015, the Plaintiff entered into a contract with the following contents.
