B. On November 6, 2016, the Defendant: (a) on the previous applicants on the seventh day of the same month, “each of the above applications site was located within 200 meters in a straight line from the main roads in accordance with Article 7(1)1 of the Guidelines for Operation of Permission for Development Activities of Jindo-gun; and (b) notified each of the above applications for non-permission (hereinafter “previous dispositions”).
Even if the electricity business license is a discretionary act, permission for development activities of Jindo-gun is granted in full view of the following circumstances:
