The judgment below

Examining the reasoning of the lower judgment in light of the relevant legal doctrine (see, e.g., Supreme Court Decision 2017Do13426, Jun. 28, 2018) and evidence duly admitted, the lower court did not err by misapprehending the legal doctrine regarding the statutory principle of a crime and the limitation of delegated legislation, or by misapprehending the legal doctrine regarding the limitation of delegated legislation, contrary to what is alleged in the grounds of appeal.

Therefore, the appeal is dismissed. It is so decided as per Disposition by the assent of all participating Justices on the bench.
