1. Basic facts
A. On December 18, 2014, the Defendant made a public notice of tender (No. 1-1, No. 2014-1610 of the Notice of the Captain-gun) on the landslide restoration project (hereinafter “instant construction project”) of KRW 141,00,00,00,000 (No. 1-1, 201-1, hereinafter “instant bid”) and some of the details thereof are as follows.
