1. As to the prosecutor’s grounds of appeal, the lower court upheld the first instance judgment that acquitted the Defendant on the ground that the statute of limitations expired for violating the Housing Site Development Promotion Act among the facts charged in the instant case.

Examining the reasoning of the judgment below in light of the records, the court below's decision is just and acceptable, and there is no error of law by misapprehending the legal principles as to the starting point of the statute of limitations.

Meanwhile, although the prosecutor appealed to the entire judgment of the court below, the part of the conviction did not state the grounds for appeal, and the appellate brief does not state the grounds for appeal.

2. According to the records as to the defendant's appeal, the defendant did not submit a statement of grounds for appeal within the statutory period, and the petition of appeal does not contain any reasons, and thus legitimate grounds for appeal cannot be deemed to have been submitted

3. Therefore, all appeals are dismissed. It is so decided as per Disposition by the assent of all participating Justices on the bench.
