The plaintiff's primary claim and the conjunctive claim are all dismissed.
Litigation costs shall be borne by the plaintiff.
1. Basic facts
A. On December 9, 2019, the Defendant publicly announced the Defendant’s bid for the purchase of goods for the Defendant’s C purchase (hereinafter “instant bid”) (B Medical Center Notice No. 2019-39).

On December 18, 2019, the Plaintiff bid at the lowest price for the instant bidding and was selected as a person eligible for the first priority examination, and on December 18, 2019, upon filing an application for the examination of qualifications to the Defendant, a certificate of grade assessment, such as corporate credit assessment on December 12, 2019 (hereinafter “the instant certificate”).
