1. The judgment of the court of first instance is modified as follows.

The plaintiffs are against the defendant.

Reasons

1. Details of the disposition;

A. Under the River Act and other relevant Acts and subordinate statutes, a project to improve the four major courses of the four major courses of the river (hereinafter “fourth major river project”) is a project to prevent flood droughts and to resolve water problems, to restore and utilize river ecosystems, and to systematically and indirectly manage and implement the National Balanced Development Committee (see Article 2.2 of the Regulations on the Composition and Operation of the four major courses of the River), which is amended by Act No. 9629, Apr. 22, 2009, and Article 22 of the Special Act on Balanced Development (hereinafter “Special Act”) with its name changed to a regional development committee (hereinafter “local development committee”) on December 15, 2008.

4) Around February 2009, the "The Planning Group for the 4th Dental Slaughter was established under the jurisdiction of the Minister of Land, Transport and Maritime Affairs in order to promote the 4th class lecture project, and the revision was made to the "The Promotion Headquarters for the 4th class River Slaughter" around April 2009.

5) A regional development committee, the Green Growth Committee, the National Building Committee, the Ministry of Land, Transport and Maritime Affairs, the Ministry of Environment, the Ministry of Culture, Sports and Tourism, the Ministry of Food, Sports and Tourism, and the Ministry for Food, Agriculture, Forestry and Fisheries hold a four lecture conference around April 2009. On May 12, 2009, regional briefing meetings were held, consultation by expert groups recommended by relevant ministries and agencies and academic societies on two occasions, consultation by experts and citizens on two occasions, and public hearings, etc. 6) the Ministry of Land, Transport and Maritime Affairs, the Ministry of Environment, the Ministry of Culture, Sports and Tourism, the Ministry of Food, Sports and Tourism, and the Ministry for Food, Agriculture, Forestry and Fisheries, respectively.
