1. The plaintiff's appeal is dismissed.

The judgment of the first instance is revoked. The defendant's rejection of the application for approval of use of the building against the plaintiff on July 2, 2018 shall be revoked.
1. Quotation of the first instance judgment
The grounds for appeal by the plaintiff are not significantly different from the allegations in the first instance court, and according to the evidence duly adopted and examined by the first instance court, it is justifiable to find facts in the first instance court and make a judgment. Accordingly, the reasoning of the judgment by this court is the same as the reasoning of the judgment in the first instance, and therefore, it is acceptable in accordance with Article 8(2) of the Administrative Litigation Act and Article
