No person, other than a doctor, etc. (a doctor, herb doctor, dentist, midwife, the State or a local government, a medical corporation, non-profit corporation established pursuant to the Civil Act or any special Act, quasi-governmental institution established pursuant to the Act on the Management of Public Institutions, a local medical center established pursuant to the Act on the Establishment and Operation of Local Medical Centers, the Korea Veterans Welfare and Healthcare Corporation established pursuant to the Korea Veterans Welfare and Healthcare Corporation Act, and hereinafter

However, on February 201, the Defendant established a “Emedical and life cooperative” with the main office in Gangseo-gu Seoul Metropolitan Government D and 103 to establish a medical institution even if the Defendant is not a “doctor, etc.” and registered as the chief director. On March 2, 2011, the Defendant employed the Gangseo-gu Seoul Metropolitan Government D, 1 and 2, 1 doctors, nurses, physical care clinics, etc. and provided a medical clinic, and operated the said member from that time to September 28, 2012.

Accordingly, the Defendant established a medical institution even though it is not a “doctor, etc.”.

2. From February 28, 2011 to March 2, 2011, the Defendant claimed KRW 177,830 of the medical expenses for patients G who were hospitalized in the above member’s meeting for three days from February 28, 2011, to March 2, 2011, the Defendant claimed for KRW 19,077, totaling KRW 19,077, including the main feed 9, 2, 2, 2, 2, and 1,000,000,000 won for medical expenses from Hyundai Marine Insurance Co., Ltd., the Defendant received KRW 177,830 from the victim’s Hyundai Marine Insurance Co., Ltd. for medical expenses.

In addition, the Defendant claimed 14 insurance companies, such as the victim Samsung Fire Insurance Company, from March 7, 2011 to August 13, 2012, for medical expenses for 583 patients of the above member, as indicated in the attached list of crimes (1), and claimed 87,737.
