The following facts are either disputed between the parties, or acknowledged based on Gap evidence 1 through Gap evidence 3, Gap evidence 5, Eul evidence 6, Eul evidence 1, Eul evidence 2, Eul evidence 10-1, Eul evidence 11, Eul evidence 23-1, and Eul evidence 23-2.

On December 15, 2008, the regional development committee established pursuant to the Balanced National Development Act on December 15, 2008 (former Balanced Development Committee) decided to implement the "fourth River" project, such as Han River, Nakdong River, Geum River, Yeongsanmjin River, etc. as the Korean Green New Dental Project, and the Korea Institute of Construction and Technology, which is a water-related specialized research institute, started to establish the master plan by participating in culture and tourism research institute, etc., and on February 2009, the Government Government Government Government Government Government Government Joint Planning Group was established in the Ministry of Land, Transport and Maritime Affairs to implement the project at the government level.
