Punishment of the crime
No one shall conduct an election campaign by means of an assembly, except as prescribed by the Public Official Election Act prior to the election campaign period.
1. At around 16:40 on November 9, 2012, the Defendant attended the “renovation commemorative event” held at a restaurant in the Dongjak-gu Seoul Metropolitan Government, and expressed 80 persons, including parents at the same time, to the Superintendent of the Office of Education as the Dongjak-gu Board of Education. At this time, the superintendent of the Office of Education made the statement to the effect that “At this time, he/she goes to the Superintendent of the Office of Education.”
Accordingly, the Defendant carried out an election campaign by means of assembly prior to the election campaign period.
2. At around 10:00 on November 23, 2012, the Defendant attended the seminars “E” and “the importance of character education and the change of initial and secondary educational policies” hosted by the Dongjak Cultural Center located in Dongjak-gu Seoul Metropolitan Government, etc., and against 200 students, such as parents, etc. in this context, “e.g., the Superintendent of the Office of Education. the number of students committing suicide across the country is 203.
