A. As a local government, the Plaintiff is a general waterworks business operator who supplies tap water to the consumers pursuant to the Water Supply and Waterworks Installation Act, the former City Water Supply and Waterworks Installation Act, and the Enforcement Rule. The Defendant is a corporation established under the Korea Water Resources Corporation Act with the aim of facilitating the supply of tap water and improving water quality by comprehensively developing and managing water resources, thereby contributing to improving the people’s lives and promoting public welfare. The Plaintiff is a metropolitan waterworks business operator who supplies tap water to the Plaintiff pursuant to the Water Supply

B. The Defendant supplied tap water to the residents of the Gu and U.S. through the drainage pipe from each of the above drainage stations. The water supply system of the Gu and U.S. metropolitan water supply area is as shown in the annexed Form 1. The water supply system of the Gu and U.S. metropolitan water supply area is as shown in the annexed Form 1.

In the area where the Plaintiff’s management was installed in 1998, the valley drained water was installed in the 1998, and it was impossible to install a direct transmission pipe because there was no connection road between the feudites at the time, and therefore, it was installed in the form of a subsidiary distribution of tap water from the original lake drained ground. On June 19, 2003, the area managed by the lurg group, which was managed by the lurg group, and the lurg group and the Plaintiff entered into an agreement with the lurg group upon the request for the water supply of the lurg group.

C. Around November 2009, the Plaintiff and the Defendant entered into an agreement with the following contents (hereinafter “instant agreement”) for the smooth promotion and stable water supply of the “project for building a water system in the middle-area area of the Nakdong River (a metropolitan area or Gu-U.S.)”.
