A. B. On April 30, 2008, the Plaintiff calculated the instant charge as KRW 19,788,00,000 pursuant to Article 6 of the Waste Facilities Promotion Act, Article 4 of the Enforcement Decree of the same Act, and Article 4 of the Ordinance on the Promotion of Installation of Waste Disposal Facilities, Support for Adjacent Areas, etc. in Ulsan Metropolitan City (hereinafter “instant Ordinance”). The Plaintiff submitted the instant payment plan for the instant project charge to the Defendant (hereinafter “instant payment plan”).

The main contents of the above payment plan are as follows:
