1. Basic facts
A. On March 1, 1995, the Plaintiff was newly appointed as a full-time lecturer at the Fiberian Art College at C University, and was promoted through an associate professor on March 1, 2003 through an assistant professor. From March 1, 2010 to January 1, 201, the Plaintiff was reappointed on March 1, 201, and was finally reappointed on February 29, 2014 as two years (by February 29, 2016).
B. On October 30, 2015, the Plaintiff filed an application for reappointment with the Defendant before the expiration of the term of appointment on February 29, 2016, but the Defendant determined not to re-appoint the Plaintiff on December 30, 2015 pursuant to Article 17 of the Personnel Regulations (attached Form 1) after deliberation by the Teachers’ Personnel Committee on February 30, 2015, and notified the Plaintiff that the term of appointment expires as of February 29, 2016.
