A person who intends to engage in a business of real estate development of at least 5,00 square meters or 10,000 square meters in a year for the purpose of supplying land to another person shall register with the Minister of Construction and Transportation.

A and Defendant D, in order to manufacture goods using non-pactine heat, sell non-pactine trees in forest land. It is intended to manage non-pactine trees in entrustment with the J agricultural partnership and sell the land under the condition of purchasing non-pactine heat from four years to four years, Defendant A, around October 201, managed forest land purchase and development, managed non-pactine farms, made B and C enter into sales advertisement and sales contract on behalf of others, and Defendant D introduced forest land and development business operators, and attempted to manage the sale business of B and C.

A and D did not register real estate development business with the Minister of Construction and Transportation on November 19, 201, entered into a contract between B and C for the sale of 1,000 square meters out of 3 parcels outside the riverwon N in Gangwon-gun and for the sale of 66,00,000 square meters out of 1,000 square meters among 3 parcels outside the riverwon-gun, and from that time until February 27, 2013, 4,702 square meters out of 156,223 square meters in total among 156,223 square meters in total, including N,O, and P, to 92 persons, such as the above M, etc., the sales contract was concluded between July 19, 201 to sell 3,000 square meters in total from the above 3,083,792,800 square meters in total among the above 156,228,278 and 208 square meters in total from that from March 2013.
Accordingly, Defendant A and D engaged in real estate development business without registering real estate development business in collusion.
