On June 15, 2018, the Defendant came to know that “the career of driving a large-scale van for more than one year” is necessary to apply for the “working class for the career competitive examination for local public officials of Seoul Special Metropolitan City in 2018,” which was conducted by the Human Resources Development Institute of Seoul Special Metropolitan City, and that “the career of driving a large-scale van for more than one year.” The Defendant was willing to apply for the above driving class by forging a certificate of driving experience in the name of B Welfare Center in the name of B, as the Defendant had experience driving a large van for more than one year despite having experience in driving a large van for more than one year.
