1. Anyone who has not registered a driving school for motor vehicles shall not teach motor vehicles outside the driving school, etc. in return for payment, nor teach motor vehicles, etc. in the name of a driving school, etc. by lending the name of a driving school, etc., and shall not display or advertise a trade name using a name similar to that of a driving school;

Nevertheless, the defendant, without registering a driving school, recruited students to teach driving education through the Internet Blocing, and actually thought to operate a driving school.

A. On June 2018, the Defendant violated the Road Traffic Act through advertisements using similar names, placed an advertisement similar to a driving driving school, by setting up a “E” Internet screen from around July 2018 to July 202, 20, and posting the contents, such as introduction of companies, telephone numbers, etc. to recruit students for driving education.

As a result, the Defendant, without registering a driving school, posted a trade name or advertised using a name similar to a driving school.

B. On September 30, 2018, the Defendant violated the Road Traffic Act due to non-registered driving education: (a) around September 30, 2018, the Defendant provided driving education to F and received tuition fees of KRW 300,000 from September 28, 2018 to April 5, 2020; (b) provided driving education to the total of 312 students, as shown in Appendix I, and received tuition fees of KRW 67,05,00 in total; (c) received tuition fees of KRW 50,000 from January 24, 2019; and (d) received tuition fees of KRW 50,000 from that time to March 18, 202; and (d) received education fees of KRW 10,000 in total from other private students B, private, G, and D, as described in Appendix II, and received education fees of KRW 10,500,00.

2. Anyone who has not registered a driving school shall be paid a price.
