The Ministry of Employment and Labor shall provide specialized education at the choice of childcare center workers who guide the improvement of education for the children of childcare centers and implement a system to refund educational expenses with government subsidies through the Human Resources Development Service of Korea, and in order to refund educational expenses, at least 80% of the scheduled educational hours shall be completed by the persons subject to education.

B operated the D Lifelong Education Center located in Seongbuk-gu, Seongbuk-do, and E operated the G Lifelong Education Center located in the same Jung-gu, Jung-gu.

Defendant

A as the president of H Child Care Center, around May 3, 2014, at the above D Lifelong Education Center (H) around the above D’s day and around September 3, 2014, prepared a false attendance book without receiving at least 80% of the training hours and at least 24 hours, and submitted a training completion report to the person in charge of the Human Resources Development Service of Korea and applied for payment of training expenses as if he completed the training course normally, and even around July 3, 2014, he received subsidies of at least 122,00 won from July 3, 2014 to September 3, 2014.

Accordingly, the defendant in collusion with the above B by deceiving the victim of the Republic of Korea, thereby deceiving the victim of the total sum of KRW 1,592,400 as a subsidy, and at the same time receiving the subsidy by false application or other unlawful means.
