A person who intends to divert a mountainous district in violation of the Management of Mountainous Districts shall obtain permission from the head of the relevant forest agency, etc. in accordance with the classification of the types, areas, etc. of the mountainous district prescribed by Presidential Decree, and report to the Mayor thereon;

Nevertheless, on July 1, 2015, the Defendant created livestock pens and burial grounds to raise livestock in B 464 square meters in the 1,485 square meters of a mountainous district outside Bocheon-si, Si, and from March 1, 2016 to March 3, 2016, converted the use of a mountainous district of 1,949 square meters in total to a mountainous district of 1,949 square meters in the 1,94 square meters of a mountainous district outside Bocheon-si, and in this process, the Defendant temporarily used a mountainous district of 761 square meters, other than Bocheon-si, B, and one parcel, as an access road

2. A person who intends to fell standing timber in a forest violating the Creation and Management of Forest Resources Act shall obtain permission from the Mayor as prescribed by Ordinance of the Ministry of Agriculture and Forestry;

Nevertheless, on February 2016, the Defendant cut 23 square meters of pine trees and active leaves (4.62 square meters) without permission in Bosa-si B, Bosa-si.

Despite the prohibition of the movement of pine trees, such as infected trees, in a zone where the removal of pine trees is prohibited in violation of the Special Act on the Prevention of pine Diseases, the Defendant moved the log trees, such as pine trees, to be used for the purpose of chemicaling, around the date and time indicated in paragraph 2 above, from Boho-si B, the area where the removal of pine trees is prohibited, as described in paragraph 2 above.
