At the Jinju Motor Vehicle Registration Office located in Jinju-dong, Jinju-si, Seoul, around 15:00 on the same day, the Defendant continued to obtain a license for a small-sized construction machinery pilot by requiring the public official who is not aware of the circumstances to submit a certificate of completion of the training received as above to the public official who did not know of the fact as if it was actually prepared.

Accordingly, the Defendant received a construction machinery pilot license by fraudulent means at the same time interfering with the public official in charge of issuing a license for a small construction machinery operator.
