Any person who intends to run an international marriage brokerage business shall register with the head of a Si/Gun/Gu having jurisdiction over the area where he/she intends to establish a brokerage office.

Nevertheless, around October 5, 2013, the Defendant conspiredd to operate an international marriage brokerage business without being registered with the competent authority under the pretext of international exchanges of Buddhist culture among the Buddhist believers with C around October 5, 2013.

On October 5, 2013, the Defendant appointed C as the representative of D, provided C with a member's accession to international marriage brokerage, and C entered into an international marriage brokerage contract with the aforementioned F in the F office located in Dongdaemun-gu Seoul, Seoul around October 26, 2013, and received KRW 11 million from the said F as expenses and fees.

As a result, the defendant operated an international marriage brokerage business without being registered with the competent authorities with C and his mother.
