On December 3, 2013, at around 15:40, the Defendant, without obtaining a driver's license, driven the B-wing cargo vehicle at a section of approximately 500 meters in front of the senior citizens' center located in the same Dong on the road in front of the free market located in the Gangseo-si, Gangwon-do.
