1. Around May 2018, Defendant B, without obtaining permission from the competent administrative authority in Chungcheong City, converted the use of mountainous districts by installing access roads on an area of 33 square meters by using the excavation circuit and changing the form and quality of the land.

2. A around April 16, 2019, Defendant A diverted the use of mountainous districts by installing an access road to a size of 20 square meters using a excavation circuit without obtaining permission from the competent administrative agency in Chungcheongnam-si, Chungcheongnam-si, and changing the form and quality of the land.
