1. The defendant A shall be punished by imprisonment with prison labor for one year and by imprisonment with prison labor for ten months;
2.Provided, That this ruling shall have become final and conclusive.
Punishment of the crime
Defendant
A is the representative director of G Co., Ltd. who manufactures steel plates for the protection of gas pipelines in Gangseo-gu Busan Metropolitan Government F and supplies them to the Korea Gas Corporation, and Defendant B is the senior managing director of the said G Co., Ltd.
In order to supply large amounts of gas to large enterprises, such as Hanjin Heavy Industries, or large-scale gas suppliers such as Busan Urban Gas, the Korea Gas Corporation provides that high-pressure gas pipelines should be installed in high-pressure gas pipelines with a thickness of at least 6 meters in high-pressure gas pipelines in order to prevent gas leakage and explosion.
In supplying the protective steel plate to the Korea Gas Corporation, the Defendants anticipated that the Defendants would incur losses by altering the manufacturing cost more than the successful bid price when they supply the protective steel plate to six meters, such as the thickness of the protective steel plate to the Korea Gas Corporation. As such, the Defendants attempted to deliver the protective steel plate to the Korea Gas Corporation by using the protective steel plate to alter the thickness of the protective steel plate that falls short of the aforementioned provisions of the Korea Gas Corporation by using the protective steel plate to the Korea Gas Corporation by altering the thickness number of the test certificate issued in purchasing from S with the above provisions of the Korea Gas Corporation by 6 meters corresponding to the said provisions of the Korea Gas Corporation.

At the above G office around January 2010, Defendant A instructed Defendant B to add the thickness of the protective steel board measured with thickness to “6.0” to “6.0” among the protective steel board that is used in the general urban gas, etc. issued by S, or the protective steel board that is used in the Korea Gas Corporation. Defendant B instructed Defendant B and the employees I in charge of the business to “the number of the protective steel board of the certificate using a computer to 6.0.”
The Defendants and the instant I received orders in sequence from the said H are private documents regarding fact-finding using a computer screen file located in the said G office at that time and without authority for the purpose of uttering.
