Reasons
The reasoning of the judgment of the court of first instance is as follows: (a) it is difficult to accept the judgment of the court of first instance in accordance with Article 8(2) of the Administrative Litigation Act and the main text of Article 420 of the Civil Procedure Act, except for adding “(the same shall apply even if the plaintiff added “(s) evidence No. 1 or 4, which was additionally submitted by the appellate court)” to the following.
In conclusion, the judgment of the first instance court is justifiable, and the plaintiff's appeal is dismissed as there is no ground.
