The Defendant is a person with no certain occupation. From April 9, 2013 to September 6, 2013, the Defendant performed the maintenance work for Jinju City, etc. with a length of 844 meters connected to 13 lots of land, such as Jinju City, and the width of 2.5 meters to 4.5 meters, and even though the Defendant paid compensation to the owner of land on public record, including the Defendant, equivalent to the shares incorporated into the said road, the Defendant paid additional compensation, and visited Jinju City, who visited the public official in charge, visiting the Jinju-si department over several occasions, thereby hindering the administrative work of the public official in charge as follows.

At around 11:40 on February 21, 2014, the Defendant requested the victim E (the aged 35) who is a public official of D and D to pay additional land compensation and share in relation to the above compensation at the Jin-si, Jin-si, Jin-si, Jin-si, 155 (the age of 15), and obstructed the legitimate execution of duties concerning the administrative affairs of the victim, who is a public official, for about two hours from the time when he took a bath to “Jin-si, Meak,” and took a bath to “Choe,” and prevented the victim from suffering disturbance, and spatching the sphere and sphering the sphere by hand.

B.
