1. The Defendant in violation of the Act on Special Cases Concerning the Settlement of Traffic Accidents is a person engaging in driving a rocketing car.

On December 22, 2013, the Defendant driven the above car at around 16:00, and driven the three-lane road in front of Gangseo-gu Seoul Metropolitan Government at about 40 km from the new fire prevention station to the new fire prevention distance.

Nevertheless, around 16:00 on December 22, 2013, the Defendant operated the foregoing vehicle not covered by mandatory insurance from approximately 3 km section from the front of the Defendant’s dwelling in Gangseo-gu Seoul Metropolitan Government to the front of the same Gu C.
