On August 12, 2016, at around 15:27, the Defendant driven a rocketing car without obtaining a driver’s license for approximately 4 km section from the front of the pansium in Daegu Suwon-gu, to the front of the water zone in the same Gu and the front of the water zone in the same Gu.
