The defendant is elected as the Self-Governing Council Chairperson of the Bupyeong-gu Incheon Metropolitan City, and the victim D is a resident of the above C apartment, raising suspicions to the procedures for the self-governing Council election of the defendant, and holding the neighbor's meeting against apartment residents.

On June 4, 2015, the Defendant publicly insultingd the victim by openly insulting the victim on the following: (a) the degree of 20 apartment residents, who had been in front of the Bupyeong-gu Incheon Bupyeong-gu C Apartment-dong, to attend the neighbor’s meeting, is as follows: (b) 20 members of the apartment residents who have been living in the neighbor’s meeting, who have been living in the village.
