Reasons

1. On June 7, 2011, as indicated in the attached Form, the Defendant issued a new announcement of the part of the operation of the bus exclusive lanes (hereinafter referred to as the “instant central bus exclusive lanes”) to the effect that “the central bus exclusive lanes” (hereinafter referred to as the “instant central bus exclusive lanes”) will be used from July 1, 2011, with respect to the 3km in the 4-lane-dong section and the 5.1km in the Do-Dong-dong section of the Do-do-dong as the Do-dong section, as indicated in the attached Form No. 2011-82 of the Daejeon Metropolitan City Notice.

According to the Plaintiff’s assertion, the citizens, etc. using the bus exclusive lanes of this case need to leave the lanes by using pedestrian crossings installed on each roadway in order to board buses. The probability that two lanes of the central bus exclusive lanes are exposed to traffic accidents due to the high probability of being exposed to traffic accidents due to the vehicles running high speed, which are the object of the Road Traffic Act. The main purpose of the Road Traffic Act is to seriously increase the number of serious traffic accidents, such as death accidents, etc. by the implementation of the central bus exclusive lanes of this case. Since the bus routes using the central bus exclusive lanes of this case are only six routes and are limited to the use of other vehicles during the time when buses are not operated, it is necessary to leave the lanes because the use of the bus exclusive lanes of the central bus exclusive lanes of this case should be restricted, and since the bus stops on the platform, the bus exclusive lanes of this case should be stopped as they are, or the bus exclusive lanes of the central bus exclusive lanes of this case should be operated by the central bus exclusive lanes of this case.
