The defendant is a director of the "Chovas Association" located in Busan Dong-gu B.

In order to prevent infectious diseases, the head of a Si/Gun/Gu, a Mayor/Do Governor, or the head of a Si/Gun/Gu shall take measures to restrict or prohibit performances, assemblies, religious rites, or other large gatherings of people, and no person who has received such measures shall violate such measures.

On August 25, 2020, the Defendant prohibits gatherings for face-to-face worship from August 26, 2020 to August 24, 2020 from public officials belonging to the Dong-gu Busan Metropolitan City Office to public officials belonging to Dong-gu Busan Metropolitan City Office from August 26, 2020 to August 31, 2020.

‘A' is issued a written order for prohibition of gathering in the name of the head of Busan Metropolitan City.

Nevertheless, at around 19:10 on August 26, 2020, the Defendant proceeded with the worship of 22 members present at the above church, and violated the collective prohibition order without justifiable grounds.
